Romans 1
19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.
Here Paul seems to be directing his comments to all men, the good, the ungodliness, and the unrighteousness, saved and unsaved. And he seems to be saying that all men can understand certain things about God and his wrath.
God is evident in us.
